| Rick Bell joined PEC in April of 2004, as the Construction and Development Division Manager. He supervises all open-cut construction and land development activities. Mr. Bell hires staff, orders materials and equipment through purchase and rental agreements, organizes and schedules projects, establishes budgets, and monitors all associated project costs. In addition to these duties, Mr. Bell assists with PEC’s safety program and ensures all staff under his supervision has proper and current safety training. He also develops new and potential areas of work for the company and markets PEC’s services to prospective clients. Prior to joining PEC, Mr. Bell was the Branch Operations Manager for seven years at the CAT/Machinery Power & Equipment rental stores in Great Falls and Helena, Montana. He supervised 23 staff members in two office locations, and managed $12 million in fleet rental equipment as well as the parts and supplies inventory for the Harnish Group of Tukwilla, Washington. Mr. Bell was the previous co-owner of the company prior to its purchase by the Harnish Group. With a business partner, Mr. Bell also owned an underground utility construction company that served a six-state region, and he owned and operated a concrete ready-mix plant. These successful business ventures have provided him with over 30 years of valuable experience in the construction and rental equipment industry. Mr. Bell is a past member and past Associate Board Member of the Montana Contractors Association, Helena Homebuilders Association, and National Utility Contractors Association. He currently serves as Past President of the Canyon Ferry Recreation Association. Since joining PEC, Mr. Bell supervised the installation of 1,500 feet of 8-inch and 3,700 feet of 12-inch sanitary sewer mains as well as 16 manholes for the Nob Hill Subdivision south of Helena. He is presently managing the design, materials purchase, and construction of a new 8,400-square-foot CIPP Wet-out Facility for PEC’s trenchless sewer lining operations.
